SLI Global Solutions to Provide IV&V and Certification Review Services for Colorado's Benefits Management System

SILVER SPRING, MD (November 27, 2017) − Colorado’s Department of Health Care Policy and Financing (HCPF) has awarded SLI Global Solutions (SLI) a contract to conduct periodic Independent Verification and Validation (IV&V) services of the implementation of the Department’s Affordable Care Act (ACA) Eligibility and Enrollment (E&E) System, the Colorado Benefit Management System (CBMS) and its Program Eligibility and Application Kit (PEAK) modifications effort. PEAK allows the agency to meet increases in enrollment rates for food, cash and medical assistance programs.

SLI is performing periodic reviews using the most recent release of the Medicaid Eligibility and Enrollment Toolkit (MEET) and reporting to the Center for Medicare and Medicaid Services (CMS) and HCPF. The new MEET corresponds in process to the Medicaid Enterprise Certification (MECT) also published by CMS.

In addition to participating in the Medicaid Eligibility and Enrollment Lifecycle (MEECL), SLI will also deliver more traditional IV&V services. SLI will complete the first review cycle within 90 days of contract signing and the second is to be completed in June 2018. These reviews result in project milestone reviews for the two major builds in the current release plan. This approach allows SLI’s IV&V team to identify risks that are the most likely to impact the project and confirm that key project health indicators are met. This enables SLI to provide actionable mitigation recommendations to reduce risk severity and help ensure federal partners are fully informed of project progress.

SLI is currently working with the states of Mississippi, North Dakota, Pennsylvania, South Carolina and Wyoming on the states’ modular MECT and MEET certification efforts. SLI’s IV&V team will be leveraging the lessons learned in these other states to assist HCPF in preparing for CMS milestone reviews and in responding to CMS findings.
