SLI Announces Award of Pennsylvania MMIS IV&V Contract

SILVER SPRING, MD (October 12, 2017) – SLI Global Solutions is pleased to be awarded the Commonwealth of Pennsylvania’s contract to provide Independent Verification and Validation (IV&V) services for the implementation of the Department of Human Services (DHS) modern modular Medicaid Management Information System (MMIS). SLI provides an independent perspective that promotes early detection of project risks and issues as well as schedule variances, affording management the opportunity to implement corrective action to bring the program back in line with agreed upon expectations.

Pennsylvania is procuring a new MMIS to replace its aging Provider Reimbursement and Operations Management Information System (PROMISe™) that was implemented in 2004.  Since its implementation, the Commonwealth’s needs have evolved. A key driver for MMIS modernization is the transition from Fee-for-Service (FFS) based programs to statewide managed care based programs. The new initiative, known as the MMIS 2020 program, will procure a modular enterprise-wide system providing automated support for Pennsylvania’s Medicaid program in both the FFS and managed care organization (MCO) delivery systems as well as various waiver programs.

MMIS 2020 is architected with a data hub that is used by modules implemented and integrated incrementally. SLI finds this architecture to be a sound platform for managing and implementing MMIS 2020. Placing the data hub with an Enterprise Service Bus at the core facilitates interoperability that is necessary for a seamless end-to-end MMIS 2020, reduces cost of maintenance and operations, and enables future module replacements with minimal disruption to the enterprise.

MMIS 2020’s modular procurement and implementation strategy is a departure from monolithic approaches of the past that required several years of development to build one system. DHS envisions a “best-of-breed” MMIS with multiple solution providers working under the direction of DHS and a Systems Integrator.

President of SLI’s Government Solutions Division, Steven Esposito said, “SLI is extremely pleased to have been selected as DHS’s IV&V provider for the MMIS 2020 Procurement Program. This was an extremely competitive procurement on one of the largest and most sought-after health and human services IV&V engagements of 2017. The Office for Information Technology’s Bureau of IT Procurement utilized an innovative “reverse auction” procurement strategy that provided transparency among the vendor community and ensured DHS a very cost-effective solution. This award confirms that our collaborative and proactive approach coupled with in-depth understanding of the challenges of implementing a MMIS and a proven team of Medicaid subject matter experts continues to resonate with state Medicaid agencies.”

Pennsylvania is the latest addition to SLI’s portfolio of Medicaid projects that includes IV&V support for modular MMIS implementations in South Carolina and Wyoming. SLI is currently providing support for Medicaid E&E implementations in North Dakota, Iowa, Mississippi and South Carolina. They are also providing MMIS oversight services as a sub-contractor in Puerto Rico and New Jersey.

Esposito continued, “This most recent award, in conjunction with accolades from our clients, affirms that our focus on the new CMS requirements for IV&V as well as meaningful oversight of agile software development and modular implementations is providing real value.”
