The Puerto Rico Medicaid Enterprise, encompassing the Puerto Rico Medicaid Management Information System (PRMMIS) project is one of the largest IT projects for the Government of Puerto Rico. This includes a multi-year modular release effort to implement the Territory’s first MMIS. This opportunity is with the Project Management Office (PMO) Operations support team. SLI Global Solutions is looking for a Senior Consultant to provide guidance on MMIS day-to-day operations and identify risks. This person would work closely with vendors to understand contracts, roles, and objectives. Successful candidates will have experience in MMIS development or maintenance environment.
Duties & Responsibilities include, but not limited to:
Provides assistance to the Medicaid Program staff for the management and operation of the MMIS.
Reviews MMIS issues and helps determine best solution for resolution.
Provides guidance and direction for PRMMIS day to day operations and activities.
Identifies risks and monitors progress of MMIS operations, including SLAs and KPIs.
Assist in training Medicaid Program staff to manage and operate key functional areas of the MMIS, i.e. Help Desk, Surveillance Utilization Review
Responsible for transfer of MMIS management and operations knowledge and techniques to Medicaid Program staff that will be managing and operating the PRMMIS.
Works closely with the business, technical, and management teams of both the client and the implementation vendor to understand the contracts, roles, and objectives of the project and all partners of the project
Evaluates the approach, performance and progress made in a project, and identifies and articulates the observations, findings, risks, and issues
Identifies and provides mitigation strategies for project risks and alternative approaches for handling negative findings or issues
Prepares clear, concise, and objective reports of findings, observations, and recommendations
Makes periodic presentations on status and progress of the project to executive level management
Reviews test cases and reports the outcomes of the test execution
Validates test results and provides recommendations as to the impact of test results on the acceptability of the system
Develops and maintain spreadsheets, databases, documents, etc. that are needed to support the assessment work products
Experience, Education, Skills and Credentials:
15+ years of relevant experience that demonstrates progressive responsibility including
10+ years of experience in a functional and/or Operational management role on an MMIS development or maintenance environment
Consulting level experience with multiple business areas
Able to excel in a face-paced environment with tight deadlines
Excellent oral and written communication skills
Required to be at on-site client location 4-5 days a week. 50% travel.
Familiarity with a Managed Care operating model
Project management experience and PMP certification
Spanish language competency
DDI and operations experience preferred
Knowledge of Medicaid Information Technology Architecture (MITA) principles and framework.
Knowledge and understanding of the Medicaid Enterprise Certification Toolkit (MECT) checklists
