Project Scope: 

The Puerto Rico Medicaid Enterprise, encompassing the Puerto Rico Medicaid Management Information System (PRMMIS) project, is one of the largest IT projects for the Government of Puerto Rico. This includes multi-year modular release effort to implement the Territory’s first MMIS. This opportunity is with the Project Management Office (PMO) Operations support team.

Duties & Responsibilities include, but not limited to:

45% - Perform QA activities:

  • Develop/manage quality assurance policies and procedures

  • Develop and perform procedures for evaluating, recording and reporting quality data to project executives

  • Collect and compile statistics on project quality

  • Continually review QA data to identify areas for improvement and implement those improvements

  • Develop, recommend and monitor corrective and preventive actions for QA deficiencies

  • Identify training needs and organize training to meet quality standards

20% - Perform QC on PMO deliverables and work products

  • Review documents for content accuracy and for compliance with PMO document standards; recommend changes

  • Review and edit (proof) documents for clarity and accuracy; to detect and correct errors in spelling, punctuation, and syntax; and to rewrite and edit to improve readability

10% - Manage delivery and acceptance of PMO deliverables

  • Submit deliverables to client according to project processes

  • Coordinate receipt and responses to comments

  • Coordinate updates to deliverables, as needed

  • Manage deliverable acceptance artifacts

10% - Oversee and manage document management procedures and project repository

  • Develop/manage document structure of project repository

  • Develop and train project team on use of project repository

  • Perform audits of repository for compliance and correct or create corrective action plan

10% - Manage vender incoming deliverables

  • Receive and manage deliverables from vendors according to project processes

  • Coordinate reviews and comments with PMO team and vendors

  • Manage and coordinate process for client acceptance

  • Manage vendor deliverable artifacts

5% - Manage and respond to IV&V findings and track resolutions

  • Review IV&V weekly and monthly reports for findings and observations

  • Provide PMO management with summary of required PMO actions

  • Track and manage actions required to resolve IV&V findings and observations

Experience, Education, Skills and Credentials:

  • Project management office practice according to PMI PMBoK standards

  • Project management quality assurance and quality control practices

  • Project management process and procedure development and management

  • Deliverable management practices

  • Project repository development and management

  • Document editing and proofing to project standards

  • Ability to manage several tasks at a time

  • Excellent communication and negotiation skills

  • Quality management experience on major IT healthcare systems development

  • Three years QC experience for a DDI effort, including document editing/proofing

  • Three years QA experience in a DDI effort

  • Two years of experience working with project executives and client executives

  • One year experience in managing project repositories

  • One year experience managing project deliverables

  • One year working with IV&V findings and observations


  • Knowledge in IV&V standards

  • Knowledge in IEEE standards

  • Expertise in MS Project

  • Two years experience managing a project management office

  • Two years experience managing/supervising staff

  • Knowledge of Medicaid Information Technology Architecture (MITA) principles and framework.

  • Knowledge and understanding of the Medicaid Enterprise Certification Toolkit (MECT) checklists

  • Knowledge of Medicaid.
